How can you generate clean electricity? How are epidemics cured? The world is facing major global challenges that powerful research institutions can help to overcome. The Federal Government is employing various strategies and initiatives to create the right policy framework to ensure Germany is scientifically, technologically and economically equipped to meet tomorrow’s challenges.
The Higher Education Pact, for example, is thus fostering university research, while the Excellence Initiative is intensifying competition between universities to achieve outstanding results in all higher education disciplines. Although they have different emphases, both the Joint Initiative for Research and Innovation and the High-Tech Strategy are focusing on networking and interchange. They also encourage cooperation between science and industry. Furthermore, the Federal Government is devoting greater attention to the important subjects of international exchange and cross-border networking in its Internationalisation Strategy and Research and Academic Relations Initiative.

The High-Tech Strategy is the first overarching national innovation strategy that aims to create lead markets, to intensify cooperation between science and industry and to further improve the framework conditions for innovation.
The Internationalisation Strategy brings together people and potentials worldwide to meet the challenges of today and tomorrow.
The Research and Academic Relations Initiative is part of the Federal Government’s Internationalisation Strategy. Its guiding principle is that research can make an important contribution to intercultural understanding and to stabilising crisis regions.
In launching the Excellence Initiative, politics and science joined together to promote outstanding research projects and institutions at Germany’s universities. Their aim was to strengthen cutting-edge research and to make German science and research more visible in the scientific community.
The Federal Government, the federal states (Länder) and German research organisations work together in the Joint Initiative for Research and Innovation to improve the competitiveness of German research.
The Higher Education Pact 2020 aims to equip the German higher education system for the challenges of the future, such as rising student numbers and international competition.
